Elliott Klein, M.B.A. - Executive Director
As Executive Director, Mr. Klein oversees all aspects of NYPCC. With more than a quarter century of experience at NYPCC, he has direct, hands-on experience with all facets of its operations. He is NYPCC’s direct liaison with the NY State Office of Mental Health, and other governmental agencies. In addition, he is on the Board of the Coalition of Behavioral Health Agencies, Inc.

Edward Klein, C.P.A. - Associate Executive Director
Mr. Klein is responsible for the financial operations of NYPCC and is head of its Human Resources Department.

Eric B. Bettelheim, J.D. - Director of Program Operations and General Counsel
With more than 20 years experience working with NYPCC, Mr. Bettelheim oversees the day-to-day, non-clinical aspects of NYPCC’s operations, and supervises its outside legal counsel.

Eli B. Hoch, Ph.D. - Director of Clinical Services and Quality Assurance
Dr. Hoch is responsible for all NYPCC’s clinical operations, and supervises an independent team of Quality Assurance specialists to ensure that the treatment being given by NYPCC staff utilizes the most up-to-date, evidence based practices. He also serves on the Governor’s Mental Health Services Council.

Cruz Fuksman, L.M.S.W. - Community Liaison
Ms. Fuksman brings with her mental health experience learned in both academia (BS in Human Services from Boricua College and Masters Degree in Social Work from Hunter College School of Social Work) and more than a dozen years working as a caseworker, casework supervisor and director for a variety of mental health programs. She has also worked as an adjunct professor in the AA program at LaGuardia Community College. In 2008, Ms. Fuksman was named Chair of the Mental Health Committee for the East New York Community Partnership Initiative/Child Welfare Network.

Pierre Jean-Noel, M.D. - Coordinator of Psychiatric Services
Dr. Jean-Noel is a graduate of the State University of Haiti School of Medicine, and a member of the American Psychiatric Association, the American Academy of Child and Adolescent Psychiatry, the American Association of Directors of Psychiatry Residency Training, the American Society of Clinical Psychopharmacology, and the National Black MBA Association. He is Board Certified in Adult, Adolescent and Child Psychiatry. He also serves as Director of Adult and Child Psychiatry Residency Training and Program Director of General Psychiatric Residency Training at Brookdale University Teaching Hospital.
